Opposition grows when voters understand the devastating impact on their communities’ local hospitals
Ahead of the Senate’s planned floor consideration of H.R.1 – Congress’s budget reconciliation bill that includes the largest Medicaid cuts in history – polls continue to show broad opposition from voters to Medicaid cuts that threaten access to care for millions of Americans across the country. Notably, the most recent KFF poll shows that when voters learn the bill’s Medicaid cuts will slash resources for local hospitals and rural communities, the opposition to the bill increases.

- 83% of voters have a favorable view of Medicaid, including majorities of Democrats (93%), independents (83%), and Republicans (74%) – a 6% uptick in support of Medicaid overall and an 11% increase among Republicans since January 2025.
- 79% of all voters view Congress’s budget reconciliation bill unfavorably when they learn it would decrease funding for local hospitals – a jump in overall opposition by 14%.
- 65% of Republicans view the budget reconciliation bill unfavorably when they learn it would decrease funding for local hospitals – a jump in Republican opposition by 26%.

- 79% of voters have a favorable view of Medicaid, including majorities of Democrats (88%), independents (73%) and Republicans (71%) – a 7% uptick in support of Medicaid overall and a 12% increase among Republicans since May 2025.
- 71% of voters say they could not support a member of Congress who voted to cut Medicaid, including 51% of Republicans and 72% of independents.
- 50% of voters say Medicaid is underfunded, including 66% of Democrats and 64% of independents.
- 67% of Republicans say Medicaid receives too little or about the right amount of funding.
- 59% of all voters and 73% of independent voters oppose Congress’s budget reconciliation bill, which includes the largest Medicaid cuts in history.
