Elza Black, MPH, is serving as the 2025-2026 Justin R. Hunter Health Policy Fellow. Elza brings a multidisciplinary perspective to the Federation, having worked at both the state and federal levels in health policy, programming, and evaluation. Prior to joining FAH, Elza was a legislative intern in the office of Senator Chris Coons (D-DE), where she regularly attended hearings, engaged in internal coalition building, and conducted technical analysis to help draft legislation.
Elza holds a Bachelor of Science Public Health in Public Health and International Relations as well as a Master in Public Health, Health Policy, from Tulane University.
