Vice President, Policy

As Vice President, Policy, Paul is responsible for helping lead FAH’s advocacy on key health coverage and payment issues affecting hospitals and the patients they serve. He oversees the Federation’s work on the Affordable Care Act (ACA) Marketplace and Medicare Advantage coverage, as well as broader commercial payment policy, working closely with member hospitals, policymakers, and stakeholders to advance policies that strengthen coverage and support access to care.

Paul brings more than two decades of health policy experience spanning Capitol Hill and the health insurance industry. Prior to that, Paul served as Policy Director in the Federal Affairs Department at America’s Health Insurance Plans (AHIP), where he was a lead policy analyst during the 2009-2010 health care reform debate and ACA implementation efforts, providing policy guidance on health insurance issues before Congress. Earlier in his career, Paul served in the office of former Representative Paul Ryan (R-WI), supporting legislative and policy research.

Paul holds a bachelor’s degree in political science and history from Carthage College and a master’s degree in public policy from American University.
